Creates "New York city enhanced plan member" status for NYC Fire Department Pension Fund members, with an option for existing members to elect this status within 120 days of enactment, and mandatory status for new members hired on or after June 15, 2016.

Increases ordinary disability benefits for enhanced plan members to the greater of 33⅓% of final average salary or 2% of final average salary times years of service, eliminating the 50% reduction for Social Security disability benefits.

Increases accidental disability benefits for enhanced plan members to 75% of final average salary with only workers' compensation offsets, and establishes presumptions that lung diseases, heart diseases, strokes, HIV, tuberculosis, hepatitis, and certain cancers are work-related for medical officers.

Requires enhanced plan members to contribute an additional 2% of annual wages to the pension fund (on top of existing 3%), with potential adjustments up to 3% based on triennial actuarial analyses.

Authorizes the Fire Department Pension Fund Board of Trustees to establish budgets and draw upon fund assets to pay administrative expenses, with reimbursement by the city with interest within two fiscal years, subject to comptroller and mayor's representative approval.
