Amends chapter 719 of the laws of 1982 to allow union free school districts to use state lands transferred to the town of Islip for hospital, park, recreation, municipal office, or educational purposes.

Authorizes the New York Institute of Technology to sell and convey without restriction all lands described in section 2 of the original act, except those conveyed under section 7-a, provided fair and reasonable consideration is paid to the state.

Requires the commissioner of general services to approve any amendments, modifications, or deletions to land use restrictions upon payment of fair and reasonable consideration and town board resolution.

Maintains deed covenants and restrictions on transferred lands to ensure use only by the state, federal government, school districts, municipal corporations, or not-for-profit colleges and universities.

Takes effect immediately upon passage.
