Establishes grant assistance for eligible veterans to purchase and train service dogs, with up to $7,500 for dogs from PTSD/traumatic brain injury organizations or up to $5,000 from professional trainers or owner-trainers.

Provides monthly stipends of at least $50 for service dog upkeep and at least $35 for emotional support dog upkeep as long as the veteran possesses the dog.

Limits emotional support dog grants to up to $500 for purchase and training.

Restricts eligibility to New York residents who served on active duty (or reserves/National Guard) with an honorable discharge, have a diagnosis of PTSD or traumatic brain injury causing disability, receive medical certification of benefit from a dog, and have annual income of $50,000 or less.

Takes effect 180 days after becoming law, with the division of veterans' affairs authorized to immediately promulgate implementing regulations.
