Requires each local department of social services (LDSS) to establish and maintain access to benefits and services for all persons with HIV infection who request assistance and meet eligibility requirements.

Mandates intensive case management with a maximum ratio of one caseworker to 25 family cases and transportation and nutrition allowances of at least $193 per month for Medicaid-eligible persons with HIV.

Specifies covered benefits and services including medically appropriate housing, Medicaid, long-term care, personal care services, supplemental nutrition assistance, and financial benefits, with benefits to be provided within 20 business days of complete application submission.

Requires each LDSS to develop policy manuals and bill of rights documents for persons with HIV infection, establish monitoring and reporting procedures, and create an 11-member advisory board with at least three members living with HIV.

Amends rent burden requirements to limit persons with HIV infection to paying no more than 30 percent of monthly income toward rent and establishes state reimbursement for emergency shelter, transportation, and nutrition payments for homeless or at-risk persons with HIV (50 percent for large districts, 100 percent for smaller districts).
