Establishes a new salary schedule for state employees in the professional, scientific and technical services unit, effective March 26, 2015 (administrative payroll) and April 2, 2015 (institutional payroll), with salary grades 1-38 ranging from $21,968 to $132,669 for hiring rates.

Provides a 2% salary increase for eligible full-time employees in the collective negotiating unit, with employees at the hiring or job rate receiving increases to the new schedule rates instead of the 2% increase.

Authorizes performance awards, special assignment duty pay, long-term seasonal employee payments, and other negotiated benefits including dependent care account contributions and firearms training incentive payments, all effective April 2, 2015.

Establishes location pay and adjustments for employees in specified counties and regions (Monroe, downstate, and mid-Hudson areas) and provides continuation of location pay for Hudson Valley developmental disabilities services office employees.

Appropriates $207 million for the 2016-17 fiscal year and additional designated amounts for labor-management committees and various employee programs to implement the salary increases and benefit modifications.
