Authorizes social services districts in cities with populations exceeding one million to operate a shelter allowance supplement program for families with children facing eviction.

Provides supplements equal to the difference between the maximum shelter allowance and the fair market rent for the applicable unit size as determined by the U.S. Department of Housing and Urban Development.

Targets households with at least one minor child that are eligible for family assistance or safety net assistance and either face pending/recent eviction, have rent arrears, or include a domestic violence victim.

Requires the state to reimburse 50 percent of program expenditures after deducting any federal funds received for this purpose.

Clarifies that operation of the program is optional and does not create an entitlement to benefits.
