Allows the New York State Commissioner of General Services and state agencies to develop alternative procurement methods for non-construction commodities, services, and information technology not otherwise authorized by law when determined to be in the state's best interest.

Requires written determination documenting that alternative procurement methods serve state interests better than existing methods, can be applied competitively and fairly, and use appropriate evaluation methodology considering both cost and qualitative factors.

Mandates State Comptroller approval of alternative procurement methods before implementation and requires agencies to submit mid-contract reports comparing results to standard procurement methods.

Authorizes competitive negotiation for best-value procurements where at least two qualified offerers exist, culminating in a best and final price proposal with award to the lowest responsible offerer.

Takes effect immediately for procurements initiated on or after the effective date, though provisions sunset with the repeal of Section 163 of the State Finance Law as scheduled under prior law.
