Authorizes certified home health aides with at least one year of experience to perform advanced tasks including medication administration (routine, prefilled, or pre-packaged) under direct supervision of a registered professional nurse, with exceptions for insulin injections, low molecular weight heparin, and pre-filled auto-injections of naloxone and epinephrine.

Requires registered professional nurses to supervise advanced home health aides through training, periodic assessment, in-person visits at least once every two weeks, 24/7 telephone availability, and case-specific instruction based on individual client complexity and needs.

Establishes that advanced home health aides must be listed in the home care services registry maintained by the Department of Health after completing required training and passing competency examinations; prohibits performance of tasks outside a licensed practical nurse's scope of practice.

Applies to home care services agencies, hospice programs, and enhanced assisted living residences; takes effect 18 months after enactment, with the act expiring and being repealed March 31, 2023.

Requires the Commissioner of Health to report by October 1, 2022 on implementation including number of authorized aides, complaints, and revocations, with recommendations to the governor and legislature.
