Authorizes NYC Department of Design and Construction, Department of Environmental Protection, and Department of Transportation to use design-build contracts for public works projects of at least $10 million that are undertaken pursuant to project labor agreements.

Limits design-build contract use to no more than 25 projects total across all authorized entities and restricts their use to physical infrastructure projects including highways, bridges, dams, flood control projects, canals, and parks.

Requires contractors to be selected through a "best value" proposal process evaluated on criteria including cost, quality, proposer qualifications, project implementation schedule, maintenance costs, and compliance with prevailing wage laws and minority/women-owned business enterprise participation requirements.

Mandates that all construction be performed as a "public work" subject to prevailing wage requirements, project labor agreement compliance, and applicable union apprenticeship training programs, with no displacement of current authorized entity employees.

Act takes effect immediately and expires 5 years after enactment, though public works with requests for proposals issued before expiration may continue under the act's provisions.
