Appoints up to 3 monitors to the East Ramapo Central School District to provide oversight and technical assistance regarding educational and fiscal policies, practices, and decisions.

Appropriates $1,000,000 for the 2016-2017 school year to support public school students in the district, contingent on $2,000,000 being made available from existing appropriations and district compliance with the act.

Requires the district to develop a long-term strategic academic and fiscal improvement plan within 6 months, subject to commissioner approval, and create a comprehensive expenditure plan for eligible services including reduced class sizes, academic enrichment, kindergarten programs, and extracurricular activities.

Establishes enhanced budget review requirements, including submission of proposed budgets 45 days before the school district's budget vote and quarterly/annual fiscal and operational reports to the commissioner.

Takes effect July 1, 2016 and expires June 30, 2017.
