Requires operators to implement safeguards including age verification, account limits, prohibition of minors, disclosure of highly experienced players, fraud prevention measures, segregated player funds, and responsible gambling resources.

Imposes 15% tax on interactive fantasy sports gross revenue plus an additional fee of 0.5% (capped at $50,000 annually), with revenues deposited into the state lottery fund.

Prohibits contests based on collegiate sports, high school sports, and horse racing events; restricts individual players to maximum 150 entries per contest (or 3% of total entries, whichever is less).
