Comptroller shall appoint a state monitor within 90 days to oversee fiscal policies, practices, programs and decisions of the town of Oyster Bay, the town board, and supervisor.

State monitor may propose resolutions, approve or reject budgets, override board/supervisor decisions if necessary for fiscal stability, and access all town documents and records.

State monitor must develop a five-year strategic fiscal improvement plan within six months, including public hearings and benchmarks for financial stability improvements.

State monitor shall attend all town board meetings as a non-voting member, supervise fiscal and operational management, and submit annual reports to the comptroller, governor, and legislature.

Appointment shall be for at least five years with possible extensions up to five years at a time; the act expires and is repealed on December 31, 2025; costs are borne by the town of Oyster Bay.
