Amends the distribution of revenue from "Cure Childhood Cancer" license plates to direct the $25 annual service charge to a "cure childhood cancer research fund" rather than the general distinctive plate development fund.

Requires a $6,000 surety bond from the Department of Motor Vehicles before designing, producing, and issuing the distinctive plates, unless at least 200 orders are received in advance.

If fewer than 200 plates are sold within two years of their initial availability, the department may recover against the bond proportionally based on the shortfall.

Changes the effective date of sections one and two to 180 days after the bill becomes law, aligning with the effectiveness of the original 2016 legislation (S.1485-A and A.1683-A).
