Requires the council to conduct needs assessments, identify collaboration barriers, develop professional development recommendations for early childhood educators, and create unified data collection systems for early childhood programs.

Mandates the council to increase business awareness of early childhood education importance through meetings, events, and an annual economic summit, and to develop strategies for public-private investments.

Requires the council to establish workgroups to implement its duties, including a permanent early learning investment workgroup focused on business engagement and investment strategies.

Requires the council to submit a statewide strategic report to the head start collaboration office, governor, assembly speaker, and senate president, with periodic reviews of implementation and changing state and local needs.
