Requires organizations applying for New York State Council on the Arts grants to be incorporated as nonprofits in New York or, if incorporated elsewhere, registered to do business in the state with principal place of business located within New York.

Mandates applicants provide documentation demonstrating compliance with residency and registration requirements, with such documentation valid for two years or until organization status changes.

Requires organizations incorporated outside New York to certify that their principal place of business is located within the state as part of the grant application.

Requires applicants to demonstrate in grant application materials that awarded funds will be used toward programs in New York State, with failure to do so rendering applicants ineligible.

Takes effect on the same date as related legislative bills S. 3339-B and A. 3420-B.
