Changes the Board of Regents from a fixed size of 17 members elected by the legislature to a system where vacancies are filled by appointment starting January 1, 2016.

Distributes appointment authority among the Governor, Speaker of the Assembly, Temporary President of the Senate, and Assembly and Senate Minority Leaders across scheduled vacancies occurring from 2016 through 2020.

Establishes a rotating appointment system for subsequent vacancies: the Speaker of the Assembly, Temporary President of the Senate, and Governor take turns filling regent positions.

Maintains the requirement that the board always include at least one resident from each judicial district in the state.

Takes effect immediately and applies to all regent vacancies occurring after the bill's enactment.
