Requires the Department of Social Services to permit social services districts to submit evidentiary packages for fair hearings in electronic format and provide means to facilitate use of electronic packages at hearings.

Makes electronic submission optional for social services districts and permits any party to offer documentation in paper format regardless of the format used for the evidentiary package.

Requires social services districts to provide paper copies of evidentiary packages upon request by appellants either before or at the fair hearing, even if the district will use electronic format.

Mandates that when the Department notifies a person of fair hearing scheduling, it must inform them they may request a paper copy of the evidentiary package orally or in writing.

Takes effect on the sixtieth day after the bill becomes law.
