Requires the Human Resources Administration to issue a certification of payment to tenants receiving public assistance when rent is paid to landlords on behalf of those tenants, upon tenant request.

Certification must include the payment date mailed, landlord name, mailing address, and payment amount.

Tenants may request certification in person at their assigned HRA office (available within 2 days) or by telephone (mailed via first class mail within 15 days), with each HRA office required to designate a phone number for requests.

Landlords may also request certification by telephone on behalf of tenants.

HRA must provide written notice to public assistance applicants at approval explaining their right to request rent payment certifications, with the law taking effect 120 days after enactment.
