Prohibits non-therapeutic use of antimicrobial agents (including as feed or water additives) in cattle, poultry, sheep, swine, and other animals raised for human food production, including those producing eggs and milk.

Defines non-therapeutic use as antimicrobial agent use for growth promotion, feed efficiency, weight gain, routine disease prevention, or other routine purposes when no clinical sign of disease is present in the animal.

Bans the sale, exposure for sale, or transportation for sale within New York of any food product derived from animals subject to non-therapeutic antimicrobial use, regardless of origin.

Establishes violations as Class A misdemeanors and directs the Commissioner to promulgate rules and regulations for implementation.

Takes effect 180 days after enactment, with rule-making authority effective immediately upon passage.
