Adds financial exploitation outreach, education and training program authority to the Office for the Aging in conjunction with the Office of Children and Family Services and Department of Financial Services.

Establishes voluntary education and training program targeting financial institutions, certified public accountants, tax preparers, and attorneys licensed in New York.

Authorizes the director to award grants to qualified designated agencies to establish local elderly exploitation outreach and education programs that coordinate with banking, human services, law enforcement, and public agencies.

Requires program to include educational materials, public service announcements, media campaigns, workshops, and instructions for reporting suspected financial exploitation of elderly persons.

Creates a special revenue fund (Financial Exploitation, Outreach, Education and Training Fund) under joint custody of the Comptroller and Superintendent of Financial Services to support program operations.
