Expands abandoned property proceedings to apply to all real property, not just dwellings, allowing municipalities to acquire title to vacant or deteriorated buildings of any type.

Adds a new ground for declaring property abandoned: zoning, housing, building or property maintenance code violations that remain uncorrected for at least one year from the date of notice to the owner.

Creates alternative notice procedures allowing municipalities to publish notice in newspapers three times over two months and mail notice to affected parties by certified and first-class mail, with extended response periods up to 30 days after mailing.

Requires municipalities to post notices in department offices and county courthouses, and imposes a $100 charge against abandoned properties for the posting and delivery of notices.

Takes effect immediately upon enactment.
