Adds sani-vans and waste collection vehicles to the definition of "hazard vehicle" under Vehicle and Traffic Law Section 117-a when engaged in collection of refuse and/or recyclable materials on public highways.

Defines "sani-van" as any motor vehicle with a rear compaction unit designed for and used in collection of refuse and/or recyclable materials.

Creates new section 159-a defining "waste collection vehicle" as any motor vehicle commonly classified as a garbage truck designed for and used in collection of refuse and/or recyclable materials.

Requires drivers to reduce speed when approaching hazard vehicles that are parked, stopped, or standing on highway shoulders while displaying amber lights.

Takes effect on November 1st of the year following enactment.
