Establishes a Senior Dental Services Grant Program under the Office for the Aging to provide dental services to eligible elderly residents aged 65 and older.

Eligibility limited to unmarried elderly residents with income ≤$20,000 annually or married elderly residents with combined spousal income ≤$26,000 annually, who have no dental insurance.

Director authorized to select up to six grant recipients through a competitive request for proposal process, prioritizing accredited educational programs and dental clinics serving low-income elderly with geographic distribution consideration.

Grants may be used for direct provision of dental care, equipment purchases, and travel expenses; Director must establish eligibility determination processes and promulgate implementing regulations.

Director must submit annual reports to the Governor and Legislature analyzing grant program operations, effectiveness, and recommendations for continuation or expansion; applicants face civil penalties up to $250 for providing false information on applications.
