Creates the Capital Infrastructure Improvement and Development for Older New Yorkers (CIID NY) Grant Program administered jointly by the State Office for the Aging and the Dormitory Authority of the State of New York.

Requires the directors to establish evaluation criteria including eligible applicants from the aging service provider network, geographic distribution of funds, minimum/maximum funding amounts, community need, and access to alternative financing.

Allows up to 25 percent of annual program allocation to be awarded without competitive bidding to eligible aging network providers, and permits $30 million annually for infrastructure development without competitive process based on service quality and provider stability.

Allows up to $25 million annually without competitive bidding for restructuring support including technology upgrades, nutrition services, building repairs, renovations, and other capital improvements approved by the director.

Authorizes the Dormitory Authority to issue up to $750 million in bonds to finance the program and increases its bonding authority to cover both public health and elder law projects.
