Requires the commissioner to update the permit list to include electromagnetic frequency data for each antenna upon completion of inspections.

Mandates inspections within 30 days of permit issuance to verify compliance with city code, permit applications, applicable laws, and Federal Communications Commission electromagnetic frequency emission standards.

Requires the commissioner to issue a certification of compliance to permit holders that includes all information from the maintained permit list.
