Amends the New York City Charter to require Board of Standards and Appeals decisions on variances and special permits to be approved by a two-thirds majority of the quorum present and voting, rather than a simple majority

Applies to variance decisions made under subdivision b of section 668 of the NYC Charter

Requires the Board's decision to indicate whether each specific requirement of the zoning resolution has been met and include findings of fact for each requirement

Accompanies a separate proposed charter amendment that would expand the Board of Standards and Appeals by adding eight members to be appointed by borough presidents, the public advocate, comptroller, and city council

Takes effect immediately upon enactment
