Prohibits the Port Authority from increasing tolls on bridges and tunnels on or after December 1, 2017, with limited exceptions.

Allows toll increases only if the revenue is used solely for improvement, reconstruction, or maintenance of the Port Authority's transportation facilities.

Requires identical legislation to be enacted by the state of New Jersey for this act to take effect, or takes effect immediately if New Jersey has already enacted such legislation.

Directs the Port Authority chairman to notify the legislative bill drafting commission upon enactment so the state can maintain accurate records of New York law.
