Requires the New York City Police Department to create an online registry and database of privately-owned security cameras that observe public spaces, including sidewalks, lobbies, courtyards, and vestibules of apartment buildings.

Replaces the current manual survey system conducted by patrol officers with a more timely and complete database to help police locate video evidence for criminal investigations.

Registry will only include information about cameras with fields of observation directed at public places and common areas, not cameras observing private residential interiors.

Aims to enhance the police department's ability to collect video evidence quickly and improve criminal investigation outcomes by reducing the time needed to locate available footage.
