Allows funeral establishments to provide space, facilities, equipment and supplies for preparation and service of incidental refreshments such as baked goods, sandwiches, snacks and platters, or food required by the deceased person's religious practices.

Permits funeral establishments to serve nonalcoholic beverages only to persons arranging for, attending or participating in funeral services, mourning ceremonies, or related community functions.

Allows funeral establishments to contract with caterers not owned by or affiliated with the establishment, with employees limited to preparing beverages and serving incidental refreshments.

Prohibits funeral establishments from serving alcoholic beverages and from operating as a food service establishment or caterer.

Takes effect 180 days after enactment, with the Commissioner of Health authorized to issue regulations for implementation.
