Requires the Board of Parole to establish an educational outreach program for sex offender awareness targeting schools, community groups, and clergy at the community level.

Directs the Board to promulgate rules and regulations designed to promote alternative funding sources (local government and private), coordinate public and private efforts, and develop long-range services.

Mandates the Board to provide outreach services including education and training for law enforcement and other criminal justice officials to support the educational outreach program.

Requires the Board to submit an annual report to the Governor and Legislature by December 1st detailing funded programs, alternative funding sources, appropriations assessment, and fiscal year projections.

Effective date is 90 days after the bill becomes law, with rules and regulations permissible immediately upon enactment for timely implementation.
