Removes the Board of Standards and Appeals' jurisdiction over zoning variances, special permits, and appeals related to building and zoning matters, transferring these functions to the Department of City Planning and community boards.

Establishes new procedure requiring community boards and borough boards to review and submit recommendations on variance and special permit applications within 60 days, with City Planning Commission making final decisions.

Transfers appeals of building commissioner and fire commissioner orders from the Board of Standards and Appeals to courts of competent jurisdiction under Article 78 of the Civil Practice Law and Rules.

Amends multiple provisions of the NYC Charter and Administrative Code to remove references to Board of Standards and Appeals authority over buildings and zoning, replacing them with City Planning Commission or court jurisdiction as appropriate.

Establishes a fee schedule for zoning variance applications, special permit applications, amendments, extensions, and other related filings based on property type and size, ranging from $440 to $11,200.
