Department of Correctional Services must identify inmates needing deaf language interpreters or English language interpreters and notify the State Board of Parole within a reasonable time before scheduled appearances.

State Board of Parole must appoint qualified interpreters certified by recognized national or New York State credentialing authorities for foreign-born or non-English speaking persons in interviews, parole release hearings, preliminary hearings, or revocation hearings.

Interpreting services costs are charged to the Board of Parole, not to inmates.

Appointment of interpreters or requests for interpretation services cannot delay an inmate's release from incarceration.

Act takes effect 100 days after becoming law.
