Creates a definition of "electric assisted bicycle" as a two or three-wheeled bicycle with pedals and an electric motor with less than 750 watts power output and maximum speed of less than 20 miles per hour on level pavement.

Exempts electric assisted bicycles from motor vehicle classification and requirements under Vehicle and Traffic Law section 125.

Prohibits persons under 16 years of age from operating or riding as passengers on electric assisted bicycles, with violations charged to the parent or guardian if the violation occurs in their presence.

Requires persons 16 years of age or older to wear a properly fitted and fastened helmet when operating or riding as a passenger on an electric assisted bicycle, with civil fines up to $50 for violations.

Allows courts to waive helmet violation fines if the violator purchases or rents a helmet before their court appearance, or if they demonstrate economic hardship in obtaining a helmet.
