Allows county highway superintendents to rent road machinery from any city, town, village, or other county, with rental costs paid from the county road fund.

Expands town superintendent authority to permit use of town-owned highway machinery, tools, and equipment by counties, municipalities, school districts, community colleges, and state university units upon agreed terms.

Removes geographic restrictions limiting town highway machinery use to entities "wholly or partly within the town," allowing broader lending agreements.

Allows towns to receive compensation for providing highway machinery use, snow and ice removal equipment, and repair services, with funds credited to appropriate highway maintenance accounts.

Takes effect immediately upon enactment.
