Authorizes the animal population control program to allocate up to 20 percent of the program fund balance annually as grants to eligible not-for-profit entities working with community-based initiatives for trap-neuter-vaccinate-return (TNVR) programs for feral cats.

Expands the state animal population control program to include community-based initiatives coordinating with eligible not-for-profit entities for trapping, neutering, vaccinating, and releasing feral cats, in addition to existing spaying and neutering services for owned dogs and cats.

Exempts community-based TNVR initiatives from certain provisions of the animal population control program requirements when operating in coordination with eligible not-for-profit entities.

Maintains all veterinary services must be performed by a state-licensed veterinarian and defines "low-cost" services as substantially less than regional average costs including presurgical examinations, tests, and immunizations.
