Requires the Department of Corrections to submit a written report to the legislature at least 365 days before closing any correctional facility or institution, including justification for the proposed closure

Authorizes the legislature or its appropriate committees to request any additional information or data deemed necessary for review of the closure proposal

Prohibits closure of a correctional facility unless approved by a majority vote of each house of the legislature if the legislature finds the proposed closure is not justified

Takes effect 30 days after becoming law, with authority to adopt necessary rules and regulations for implementation
