Requires the mayor's appointments of heads of administrations, departments, commissioners, and officers (except those elected by the people) to be subject to City Council advice and consent after a public hearing.

Mandates the City Council hold a hearing and vote on mayoral nominations within 30 days after the first stated meeting following receipt of the nomination.

Provides that if the Council does not act within the 30-day period, the nomination shall be deemed confirmed.

Exempts appointments of heads of units within the Executive Office of the Mayor from the Council's advice and consent requirement.

Extends the Council's confirmation requirement to mayoral appointments of members of all boards and commissions.
