Authorizes the City Council to elect and review any Department of Health regulation by voting to take jurisdiction within 20 days after the Department files its report

Council reviews applications if disapproved by community board and borough president but approved by Department of Health, and borough president files an objection within 5 days

Council must hold a public hearing within 50 days and vote to approve, approve with modifications, or disapprove the Department of Health's decision by majority vote

If Council proposes modifications, the Department of Health has 15 days to determine if additional review is necessary; if needed, the Council cannot adopt the modification

If Council fails to act within the 50-day review period, the Department of Health's decision is automatically deemed approved
