Amends Agriculture and Markets Law by adding Section 377-B requiring NY Department of Transportation officials to make reasonable efforts to identify ownership of deceased domesticated animals found on public roads using tags, license numbers, microchips, or other identifiers

Mandates the Department of Transportation notify the owner when a deceased animal is recovered and identified

Requires posting a description of unidentified deceased animals and their location on a publicly available website if no ownership indicators are present

Requires safe storage of deceased animals for 48 hours following website notification to allow owners to recover and dispose of remains as they choose, if feasible given existing department facilities

Takes effect immediately upon enactment
