Establishes three new license types under New York's Alcoholic Beverage Control Law: custom beermakers' centers, custom cidermakers' centers, and custom winemakers' centers to allow individuals to rent space and equipment for personal household production.

Applications for these licenses must be filed by December 31, 2019, but existing licensees may renew after that date; licensees or their agents must be physically present during all facility operating hours.

Licensed facilities may conduct training classes and tastings for individuals using the facility, with tastings limited to those taking classes or producing beverages at the center, and liability for tastings accrues to the center.

Annual aggregate production at each center is capped at non-commercial levels set by the authority and cannot be offset by production under commercial brewer, cidery, or winery licenses held by the same licensee.

Annual license fees are $320 for each type of center; initial application filing fees are $400 and renewal filing fees are $100; materials used must be grown or produced in New York State.
