Authorizes the Adjutant General to present a "New York State Vietnam War Service Medal" to New York citizens or former New York citizens who served honorably in U.S. Armed Forces during the Vietnam War period (November 1, 1955 through April 30, 1975).

Establishes eligibility requirements including honorable discharge or release under honorable circumstances, with medals issued in the name of the New York State Legislature.

Allows recipients to wear a ribbon for each successive medal award, with color and design selected by the Division of Military and Naval Affairs.

In case of recipient death, the medal shall be presented to a designated representative of the deceased.

Grants the Adjutant General authority to establish rules and regulations for medal presentation and distribution in consultation with the Director of the Division of Veterans' Affairs.
