Office of Children and Family Services must examine and evaluate the availability of day care for children, with focus on impact on women in poverty and working families entering the labor force.

Office must conduct specific analyses including: inventory of child day care availability, geographic identification of shortage areas with demand projections, five-year demand forecasts, regional cost assessments, and identification of non-traditional child care needs for non-standard work shifts.

Office must identify policies to encourage establishment and expansion of child day care providers, particularly in communities where the working poor live and work, and assess quality factors and violation procedures.

Commissioner must submit a detailed report with findings, conclusions, and legislative recommendations to the governor, legislative leaders, and the public within twelve months of the act's effective date.

The act takes effect immediately and automatically expires and repeals one year after taking effect.
