Creates new misdemeanor offense for refusing or neglecting to provide confined animals with sufficient air, food, water, shelter, heat, cooling, lighting, hygiene, veterinary care, or allowing crowded/unsanitary conditions, punishable by up to one year imprisonment or $1,000 fine or both

Applies to nongovernmental facilities housing more than 12 adult animals or 9 animals with 3+ litters per year, excluding wildlife rehabilitation facilities, laboratory animals regulated under federal standards, zoos/aquariums accredited by American Zoo and Aquarium Association, and farm animals

Authorizes any person to enter facilities to provide food and water to animals confined without these necessities for more than 12 hours without liability, with reasonable costs recoverable from the animal owner

Directs Commissioner of Agriculture and Markets to promulgate regulations establishing standards for humane care, housing, and record keeping of animals including health certificates for transported animals

Allows municipal corporations to enforce commissioner regulations through local law or ordinance regarding care of animals impounded by animal control or peace officers

Takes effect 180 days after becoming law
