Allows victims of domestic violence to obtain judicial subpoenas releasing sealed criminal records, police investigation files, and conviction records from criminal court proceedings for use in family or supreme court cases.

Prevents subjects of child protective services investigations from unilaterally amending reports from "indicated" (substantiated) to "unfounded" without notice or opportunity for the victim or co-parent to object.

Enables victims of child abuse or neglect to access investigation records in subsequent family or supreme court proceedings even if the report was amended.

Addresses the current practice where harassment convictions (classified as violations under penal law) receive automatic seals that prevent domestic violence victims from accessing evidence of prior violence in civil proceedings.
