Amends the Alcoholic Beverage Control Law to allow additional bars at licensed premises to operate on a seasonal basis with prorated fees based on the number of months in operation, rather than paying the full annual license fee.

Maintains existing fee structures for additional bars at legitimate theatres or concert halls ($100 annually) and at sports venues such as baseball parks, race tracks, and athletic facilities ($30 annually).

Permits temporary portable bars in hotel, restaurant, or club ballrooms, meeting rooms, or private dining rooms during private events not open to the general public.

Takes effect 90 days after becoming law, with authority for the liquor authority to adopt necessary rules and regulations immediately.
