Creates a distinctive "NYS Veterans Remembrance" license plate available to any veteran or spouse of a veteran upon request and proof of veteran status.

Charges an additional annual service charge of $25 per plate beyond the regular registration fee, with amounts up to $6,000 deposited to the Department of Motor Vehicles distinctive plate development fund.

Directs annual service charges exceeding $6,000 to the veterans remembrance and cemetery maintenance operation fund for maintenance and operation of state veterans cemeteries.

Requires a $6,000 surety bond before plate production unless at least 200 orders are received prior to design and production; bond may be recovered proportionately if fewer than 200 plates are sold within two years.

Takes effect 180 days after becoming law, with authority to promulgate necessary rules and regulations immediately upon enactment.
