School district proposition votes must be held only on the third Tuesday in May, or the second Tuesday in May if the Commissioner certifies by March 1st that the third Tuesday conflicts with religious observances, at a time and place separate from the annual school district meeting.

The Commissioner, in consultation with the State Board of Elections, may set up to two additional dates for school district proposition votes, excluding the period between the first Tuesday after the first Monday of November through Dr. Martin Luther King, Jr. Day.

School district proposition votes may be held on alternative dates in response to emergency or disaster situations, provided the local school board approves by two-thirds majority vote and voters receive at least seven days' notice by reasonable means.

The act takes effect 120 days after becoming law, with authorization for immediate rule and regulation changes necessary for implementation.
