Allows two or more counties to enter into contracts to jointly construct, finance, improve, and maintain a county jail, with agreements running concurrent with any associated bonds or long-term financing.

Requires shared jail agreements to include a provision for proportionate cost-sharing among contracting counties, including bonding costs, with amendments allowed upon mutual consent of each county legislature or board of supervisors.

Permits county executives to disapprove financing amendments, but their disapproval may be overridden by a two-thirds vote of the county's governing body.

Mandates that any shared jail facility be physically located in one of the contracting counties.

Allows counties to contract with another county to share financing, maintenance, and improvement costs of an existing jail that meets State Commission on Correction requirements or has received a waiver or variance from such requirements.
