Adds definition of "internet advertisement" to Social Services Law as any advertising or promotion of child day care services through the internet

Requires the Office of Children and Family Services to review internet advertisements offering child day care services at least once per month, including advertisements from each county in New York State

Mandates the Office of Children and Family Services to adopt procedures within 90 days of the law's effective date to identify and investigate child day care providers who are not properly registered or licensed

Requires investigation of providers who cannot accommodate additional children without violating registration, licensing, or regulatory requirements

Takes effect immediately upon enactment
