Creates a new Class C felony offense for promoting an obscene sexual performance by a child in the first degree when a person produces or directs ten or more obscene performances involving sexual conduct by children under 17 years of age.

Defines "performance" for this offense to include plays, motion pictures, dances, or photographic sessions where multiple photographs are taken.

Redesignates the existing promoting an obscene sexual performance by a child offense as the "second degree" version, maintaining its Class D felony classification for any single obscene performance involving a child under 17.

Takes effect on November 1st of the year following enactment.
